What happened to Baltimore?

Here are some numbers to try to wrap your brain around:

The population of Baltimore City was 900K in 1970. In 2010? 645K.
That's a loss of more than a quarter of the population over the past forty years.

Over that same period, Baltimore City went from being responsible for nearly a third of all the jobs in the state to providing just 11.4% of the jobs statewide.

That's an urban center that is hemorrhaging people and employment opportunities.
