Previous to joining VIF, Julie Keane conducted research at the Friday Institute at NC State as part of the teaching and learning subcommittee of the North Carolina governor’s elearning commission. From 2005-2010, Dr. Keane taught instructional technology in the M.Edx (Masters for Experienced Teachers) program at UNC Chapel Hill and was a researcher focused on K-12 online learning at the National Center on Rural Education at UNC. At EDC (Education Development Center, Inc.), in New York she was an Associate Project Director responsible for STEM initiatives, which involved evaluation, research and development, and teacher professional development. Julie currently participates in a consortium of health and education leaders working to build technological fluency and local innovation in open source systems for health and education in Africa with the Chapel Hill-based NGO IntraHealth. Dr. Keane has traveled extensively and studied Russian language, history, and literature in St. Petersburg, Russia. She holds a Ph.D. in Education from the University of North Carolina at Chapel Hill, an M.A. in Political Science from the Graduate Center of the City University of New York, and a B.A. in History from Bard College.
